Create manual incient#422

In order to create manual incidents for minor impacts not registered by the monitoring directly (minor degradation etc) it would be useful to create manual incidents.

This is badly needed. If your automated monitor misses an incident, it makes your status page look untrustworthy. In practice, monitors miss lots of things.
