On-Call Alerts#1488

A simple dashboard where we can assign users to be on-call. When they are assigned as on-call for a duration of time ( date range ), that team member can get the drect notifications, like SMS, Phone call, App etc ) without the team members being notified as well.

If there is no team members on-call, then the standard notifications are sent out via the configured channels.

Would also be good to be able to schedule this on-call rota in advanced
