Return de tags of each monitor in the API#995

The getMonitors function should return the tags for each monitor, or, in case you implement it, their category.

Also the newMonitor and editMonitor functions should include tags, so that you can create and edit tags on a monitor through the API. And the payload that Uptimerobot sends in webhooks and other integrations should also include the tags (if it isn’t already doing this).

This is possible in API v3 for a while already. Marking it as completed.
