Extend the REST API with bulk actions to pause/start all monitors#739

We have over 100 monitors and sometimes we want to suspend them when, for example, updating the servers being monitored. It would be great if there was a REST API supported this. If you add the “grouping” feature, it would also be great to perform the bulk action on a group.
