Allow exporting the list of emails of people that subscribed for updates of a page#534

On status pages there is a bell button where customers can “Subscribe to receive emails everytime XXX platform status publishes an update.”

This is a list that has value for the owner of the status page. People that care about the availiability of the platform. It would be able to contact them directly.

More generally this feature improves “data portability”.
