REST API - Method to get all the DOWN durations#439

Currently the v2/getMonitors method returns all the monitors even when sending the parameter &log_types=1. This is undesired to us as we only need to get the DOWN events for a given period of time.

Having a specific method to get all the down events (without pagination) would be really helpful as you can add the downtime and have a percentage of downtime.
