API Should provide Announcements#312

The API should have an option to return all Announcements for a given Status Page. This would be very convienent as it would make you the single source of truth regarding status. So we could use the api to display the announcements in our system where the user logins. that would be very nice! Now we have to add Maintenance messages in different systems which makes no sense.
