Maintenance Window detection#1666

Scenario: Add a maintenance AFTER the monitor detects an issue. The mainenance start was set to a timestamp in the past.

1) In this scenario I cannot see the active maintenance on a monitor detail page (https://dashboard.uptimerobot.com/monitors/803756129). Only upcoming maintenance are shown.

2) In this scenario the dashboard still shows a “down” monitor even a maintenance is active.
