For port monitoring add expect behavior open or closed toggle#1476

Add a toggle if the port is expected to be open or closed, for example if the ia port open when the expected behavior is closed (toggle set to closed) send monitor to down and vicevera when the port is closed or unreachable and the expected behaviour is open (toggle set to open) send the monitor to down.
