Expand Terraform resource monitor to support "Region to monitor from"#1415

To be able to completely have our monitoring configuration as code I would like to configure “Region to monitor from” per monitor as described on https://registry.terraform.io/providers/uptimerobot/uptimerobot/latest/docs/resources/monitor

Hello, you can set the region for the monitor via the regional_data parameter as described in the https://registry.terraform.io/providers/uptimerobot/uptimerobot/latest/docs/resources/monitor#regional_data-1
