Alert Padding#1379

There needs to be a way to add padding to a monitor to avoid false-positives. Once in a while, we get a flurry of Up/Down alerts which just creates a lot of extra noise. If you have a monitor on an ISP that checks the availability every 2 minutes, for example, there needs to be a way to define something like “If the check fails X times in a row, take X action.” Having a single failure triggers an alert which just turns out to be a false positive.
